The ambitious plan to elevate Meru to Kenya’s sixth city is facing significant obstacles, as environmental concerns, urban planning challenges and political uncertainty threaten to slow progress toward the coveted status.
The city bid, previously endorsed by President William Ruto, is now under the stewardship of Governor Isaac Mutuma, whose administration must navigate a complex mix of development demands and public opposition.
At the centre of the controversy is the proposed development within the protected Imenti Forest. Environmental campaigners, including the Green Belt Movement, have opposed plans to clear approximately 50 acres of the gazetted forest to pave the way for a State Lodge, airstrip and golf course. Conservationists argue that the project could undermine environmental protections and set a dangerous precedent for protected public land.
Meanwhile, urban authorities are grappling with growing congestion within the municipality. Efforts by the Meru Municipality Board to remove unregulated garages and informal kiosks from the Central Business District have sparked concern among traders who fear displacement and loss of livelihoods. Local leaders maintain that clearing the structures is necessary to improve traffic flow and meet urban planning standards required for city status.
The challenges have been compounded by changes within the county administration. Governor Mutuma's decision to dismiss Joy Karwitha from the Lands, Physical Planning and Urban Development docket has raised questions about continuity in a department considered critical to the city's expansion agenda.
