The High Court has ordered the Kenyan government to publicly disclose all agreements, negotiations, approvals, and operational plans related to the controversial United States-backed Ebola quarantine facility proposed for Laikipia County.

Justice Patricia Nyaundi directed the Ministry of Health and the Office of the Attorney General to release the information within seven days after government lawyers failed to appear in court or file responses to the petition challenging the project.

The court specifically ordered the state to disclose the full terms of the memorandum underpinning the bilateral arrangement, environmental and biosafety impact assessments, regulatory approvals, and operational protocols intended to govern the facility.

At the same time, the judge extended interim conservatory orders suspending the establishment and operation of the proposed 50-bed Ebola quarantine unit at the Laikipia Air Base in Nanyuki.

The ruling also maintains a strict prohibition against the government admitting, receiving, or facilitating the entry into Kenya of any individuals exposed to or infected with Ebola under the disputed arrangement.

The petition challenging the facility was filed by the Katiba Institute together with the Law Society of Kenya, who argue that the project raises serious constitutional, public participation, environmental, and biosafety concerns.

The matter is scheduled for a compliance mention on June 23, 2026, when the court will review whether the government has complied with the disclosure orders and determine the next steps in the case.
