The Kenya Ports Authority (KPA) is under growing scrutiny following questions over an Sh8.3 billion contract to upgrade a 1.4-kilometre section of Port Road within the Port of Mombasa, making it one of the most expensive road projects ever undertaken in the country on a per-kilometre basis.
The contract, awarded in August 2024 to a joint venture between Stecol Corporation and Miliki Development Company, covers the stretch from the Gantry Workshop to Gates 18 and 20 at the Port of Mombasa.
The project's cost has attracted attention after audit findings flagged several expenditure items, including substantial allocations for construction materials, contingencies, and other budget components that auditors say warrant closer examination.
At an estimated cost of nearly Sh6 billion per kilometre, the road project has sparked debate over value for money and accountability in the use of public resources. Lawmakers and oversight agencies are expected to seek explanations from KPA on how the project costs were arrived at and whether procurement procedures were fully adhered to.
