The controversial US-backed Ebola quarantine facility planned for construction at Kenya’s Laikipia Air Base originates from a biosecurity pact first signed between Kenya and the United States in July 2015. The agreement was officially ratified by Kenya’s National Assembly on November 22, 2016.

The original agreement, known as the Cooperation in Threat Reduction Biological Engagement Programs, was signed by former Health Cabinet Secretary James Macharia and former U.S. Ambassador Robert Godec. In April 2022, the agreement was quietly extended for seven years by former Health Cabinet Secretary Mutahi Kagwe , pushing its expiration date to April 5, 2029.
